Senior Cybersecurity Advisor Argentina

Culmen International is recruiting for a Senior Advisor who will support the Argentine Ministry of Defense and Joint Staff to increase their cybersecurity capacity.

Position Description

The Senior Advisor will provide expert guidance and training as well as advice and technical assistance needed to develop and implement cyber reforms and policies at the Joint Staff. The Senior Advisor shall also advise the Ministry of Defense and support effective interagency coordination on cybersecurity within the Government of Argentina, as required.

Role and Responsibilities

The Senior Advisor will be embedded with the Argentine MoD in Buenos Aires, Argentina. The Senior Advisor shall work with the Argentine MoD, CCCD, and other (GoA) entities to assist in building the capacity of the CCCD, improve cyber security within the MoD, and develop joint cyber defense coordination within the service branches and interagency.

REQUIRED Qualifications

a.     Master’s degree in areas such as Public Administration, Business, International Relations, Computer Science, Cybersecurity or a similar field AND at least six (6) years of U.S. military and/or U.S. civilian professional experience with cybersecurity, including but not limited to experience as a former officer or government official in the field of Cyber Programs (Programming/Execution) or Cyber Strategy (Planning/Programming), at least at the O-5 or FS-02/GS-14 level or industry equivalent,


a Bachelor’s degree in the aforementioned areas and at least ten (10) years of prior professional experience working in the relevant specialized discipline(s).

b. Have reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity (i.e., FS-02/GS-14 or industry equivalent).

c. Minimum of two (2) years’ experience developing cybersecurity and cyber defense strategy, policy, or procedures.

d. Minimum three (3) years’ prior experience advising foreign governments or militaries.

e. Demonstrated understanding of cybersecurity challenges in emerging markets.

f. Fluency in Spanish in professional and technical environments, including speaking, writing, reading, and listening at a level equivalent to a Foreign Service Institute 3/3 or DLPT 2+/2+/2+.

g. Minimum three (3) prior years’ experience working in the Latin America on defense or national security projects.

h. Minimum two (2) years of experience working either on Joint Staff or another Major Staff, or within the Office of the Secretary of Defense or equivalent cyber-responsible office in the Department of Defense.

i. Minimum two (2) years of experience in establishing and institutionalizing cyber programs and processes inclusive of the management structure, procedures, and skills necessary to develop defense or national security plans in the cyber domain.

j. Ability to obtain and maintain a Secret security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract/task order performance.

k. U.S. citizen.

PREFERRED Qualifications

a. Minimum one (1) year demonstrating experience conducting negotiations in a business or advisory setting or formal training in negotiations.

b. Minimum one (1) year demonstrating experience in cyber defense and IT security at the national and inter-ministerial level.

c. Prior demonstrated experience leading cybersecurity capacity building initiatives in a bilateral and/or multilateral environment.
