Security Cooperation, FMS, and IMET PM position supporting State Dept, TELEWORK

Position overview

General Duties and Responsibilities:

DoD Foreign Military Finance (FMF)/International Military Education and Training (IMET) specialist supporting State Depart security cooperation efforts and oversight.  Primary drafter of: (1) FMF and IMET memos to the Director of Foreign Assistance (F) or PM leadership required for the timely approval, obligation, or reprogramming of FMF or IMET funding; and (2) FMF allotment memos to move FMF funds within State bureaus as necessary. The contractor shall be responsible for liaison with their financial counterpart at the Defense Security Cooperation Agency (DSCA) and account examiners at the Office of Management and Budget. The PC shall also be responsible for identifying, updating, and promulgating annual FMF and IMET policy and legal restrictions and other requirements for PM and targeted Department of Defense staff. In support of budget formulation, the contractor shall be responsible for administrative support throughout the year and culminating in the annual Joint Security Sector Assistance Review, which requires liaison with the interagency at critical budget junctures to ensure out-year budgets are deconflicted and best utilize appropriated funds. Further, the contractor shall support PM/SA participation in annual FMF Financial Management Reviews and Security Cooperation Education and Training Working Group meetings. The PC shall also provide other FMF and IMET data management requirements.  Workplace is a HQ State Dept, Washington DC, or may also be done as a remote, tele-work position.  Active SECRET level clearance required.
