AMISOM Transition Advisor

 (1) AMISOM Transition Advisor who will set the conditions for enduring political and strategic outcomes to the African Union Mission in Somalia military operations.

Location: Mogadishu

 Scope of Work/Required Tasks Overview:

  • The primary role of the position is to provide mentorship on political-military consolidation planning efforts, the delivery of the Somalia Transition Plan, and support to the integration of international stabilization efforts within AMISOM.

Required Qualifications

  • Education: shall possess an Advanced University Degree (Master’s degree) in security, development, international relations, public administration, business administration, or a related field. A first- level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced University degree.
  • Minimum of two years of demonstrated prior professional experience relevant to post-conflict political coordination, stabilization, and transition planning in Sub-Saharan Africa, and which would require familiarity with Somali politics and AMISOM leadership and operational concepts, terminology, research, and policy literature.
  • Minimum 10 years military experience as a commissioned officer.
  • One year demonstrated prior professional experience working with Somali Federal Government.
  • Ability to write and speak fluently in English.
  • Fluency in speaking and reading either Somali, Swahili, or French.
  • A security clearance is not required.

Somalia Military Assistance Coordinator

 Somalia Military Assistance Coordinator(s) whose primary role will be to support program oversight and end-use monitoring for US Foreign Assistance support to Somalia’s Security Sector, AMISOM, and their Troop Contributing Countries (TCC).

Clearance: Top Secret Clearance and maintain eligibility to Sensitive Compartmented Information (SCI)

Location: Mogadishu, Somalia

Scope of Work/Required Tasks Overview:

• The primary role of the position is to help manage Somalia PKO programs, end-use monitoring, program oversight, and implementation coordination (with DOD, UNSOS, AMISOM, SNA, EU, and other donors) efforts for the COR and U.S. Embassy Mogadishu.

• The SMAC positions are expected to embed within the Embassy’s Political-Military (Pol-Mil) Office’s Security Sector Reform Team, while the SC positions will work from their quarters and in the field, and the Transition Advisor will work out of spaces allocated by AMISOM Headquarters or from the Transition Advisor’s quarters.

Required Qualifications

Education: University degree (Bachelor’s Degree) in security, development, International relations, public administration, business administration, or a related field for all Coordinator positions.

• Minimum of five years of progressively responsible prior professional experience relevant to post-conflict political coordination, stabilization, and transition planning in Sub-Saharan Africa, and which would require familiarity with Somali politics and AMISOM leadership and operational concepts, terminology, research, and policy literature.

• Demonstrated prior professional experience in supporting the design and implementation of multilateral programs/projects at a region-wide level.

• Demonstrated prior professional experience requiring support to inter-disciplinary / interdepartmental teams and task forces.

• Demonstrated prior professional experience requiring collaborative work with colleagues in support achieving organizational objectives in high-risk, conflict environments.

• Two (2) years demonstrated prior professional experience working in Africa.

• Ability to write and speak fluently in English.

• Ability to use Microsoft Office suite programs, specifically Word, Excel, and PowerPoint.

• The SMACs must have a Top Secret Clearance and maintain eligibility to Sensitive Compartmented Information (SCI).

 

Site Coordinator

 Site Coordinator to support program oversight and end-use monitoring for US Foreign Assistance support to Somalia’s Security Sector, AMISOM, and their Troop Contributing Countries (TCC).

Location: Mogadishu, Somalia

Period of Performance: Base period of twelve months (12) with four (4) potential option periods

Scope of Work/Required Tasks Overview:

                     • The primary role of these positions is to help manage Somalia PKO programs, end-use monitoring, program oversight, and implementation coordination (with DOD, UNSOS, AMISOM, SNA, EU, and other donors) efforts for the COR and U.S. Embassy Mogadishu.

Required Qualifications

  • Education: The Senior SC shall possess an Advanced University Degree (Master’s degree) in security, development, international relations, public administration, business administration, or a related field. A first- level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced University degree. The SC shall possess a University degree (Bachelors’ degree) in security, development, international relations, public administration, business administration, or a related field for the coordinator positions.
  • Minimum of five years of progressively responsible prior professional experience relevant to post-conflict political coordination, stabilization, and transition planning in Sub-Saharan Africa, and which would require familiarity with Somali politics and AMISOM leadership and operational concepts, terminology, research, and policy literature.
  • Demonstrated prior professional experience in supporting the design and implementation of multilateral programs/projects at a region-wide level.
